In her annual dialogue in Jakarta with the ASEAN Commission on the Promotion and Protection of the Rights of Women and of Children (ACWC), SRSG Santos Pais acknowledged progress made in implementation of the Regional Plan of Action on the Elimination of Violence against Children (RPA/EVAC), and the Development of the Baseline Study on national action undertaken to strengthen children’s protection from violence. 

Member States commend Special Representative for placing violence prevention through investment in early childhood at the center of the Human Rights Council debate

In the interactive dialogue with the Human Rights Council on 6 March 2018, Member States commended the Special Representative on Violence against Children for placing the prevention from violence in early childhood at the center of her annual report and interactive dialogue.

During the Interactive Dialogue, SRSG Santos Pais briefed Member States on progress made on children’s protection from violence across regions. Recognizing children as crucial partners in this process and agents of change, she highlighted the potential of children to be the first line of protection and continue to inspire peers as well as policy makers to take action to bring an end to neglect, abuse and exploitation of children.

“A child who has been accused of witchcraft, experiences psychological violence which can be devastating in itself,” said Special Representative of the UN Secretary-General on Violence against Children, Marta Santos Pais. “But such accusations are also often associated with other forms of violence, including serious abuse tantamount to torture, sometimes leading to life-long injuries and even death.”

“A world free from fear and from violence, where no one is left behind, is the ambitious vision of the 2030 Agenda for Sustainable Development,” recalled SRSG-VAC Marta Santos Pais in her Annual Report to the 37th session of the Human Rights Council (February-March 2018).

Agenda 2030 recognizes the crucial role played by early childhood development in creating peaceful, prosperous societies, giving important impetus to realizing the rights of every child to grow up in a safe, nurturing environment through SDG Target 16.2: to end all forms of violence against children, and SDG Target 4.2: to ensure children have access to quality early childhood development.

Reaffirming the importance of its resolution 44/25 of 20 November 1989, by which it adopted the Convention on the Rights of the Child,1 which constitutes the standard in the promotion and protection of the rights of the child, reaffirming also that States parties to the Convention shall undertake all appropriate legislative, administrative and other measures for the implementation of the rights recognized therein, while bearing in mind the importance of the Optional Protocols to the Convention2 and calling for their universal ratification and effective implementation, as well as that of other human rights instruments,

In her report, the Special Representative provides an overview of major initiatives and developments at the global, regional and national levels aimed at sustaining and scaling up efforts to safeguard children’s right to freedom from violence. The report is intended to support the implementation of the 2030 Agenda for Sustainable Development and its distinct target to end all forms of violence against children. The Special Representative pays special attention to investment in early childhood to prevent violence against children.
